The education in ethnic minority areas has gain more and more attention as the putting forward of the "education fairness" and "multicultural education". In addition to the knowledge provided by the national curriculum, it also should include curriculums that can help to inherit the culture of the ethnic minority and safeguard national unity. All of this put forward new requirements for the teacher. The training of primary school teacher in ethnic minority areas is the key point to the construction of high level and high quality teachers. Gucheng District in Lijiang City is the home of the Naxi. The changes of the culture, social transformation and students’ethnic background brought new challenges to its education. In addition, there are many schools carry out the activities about ethnic cultural heritage. Therefore, this paper puts Gucheng District in Lijiang City as an example to research in-service training model of primary school teacher in the ethnic minority areas.Based on the Introduction of the background, the paper is studied by the frame of "status description, problem analysis, measures and suggestions, construction of ideal training model". At first, the paper discusses the status quo of teachers’in-service training of Gucheng District from fourth aspects:the training content, the teaching methods, the training organization and management and the training evaluation. Then, the paper analyzes the disadvantages of the teacher training:the conflict between the demand for national culture training and the teacher evaluation system; the conflict between teachers practice reflection and the trainers’ability; the facture between the teachers’differences and the stratified training; the fracture between the evaluation and the improvement. Then, the paper puts forward five measures and suggestions according to the Gucheng District of teachers’ in-service training problem, which includes changing the thoughts of education-policy-makers, integrating training resources, strengthening the educators’ability, innovating the teaching methods, perfecting the training evaluation system and strengthening the follow-up tracking. And then construct a model for primary school teachers’ in-service training in southwest ethnic minority areas. Although the paper has lots of research data, it also has some flaw because of the author’s ability. So, at last, the paper reflects the inadequacies of the research.
