Chinese Urban Community Sports Governance Mode From The Perspective Of Polycentric Governance Theory

With the establishment of China’s socialist market economy, in-depth reform of state-owned enterprises and the progress of urban construction, a large number of “unit people” become “society people” and a large number of rural population turns into urban population with people’s lifestyle undergoing tremendous changes. As a result, people’s demand for physical fitness becomes more urgent and urban community sports service becomes an important indicator of the results of reform to benefit the masses. Meanwhile, with the transformation of government functions, governance model is also shifting to a "small government, big society" with building a modern state governance system becoming the strongest voice of the times. Correspondingly, community sports service management must keep up with the pace of times as soon as possible and improve its governance system to gradually raise the level of governance and meet the growing demand for mass sports culture to the maximum extent possible.In this paper, literature review, systematic research methods are used in the study of important achievements in contemporary public governance theory analysis on the basis of the essence and development trends of polycentric governance trends, combined with the reality of urban community development, the natural state of Chinese urban community Sports service governance model is explored from the perspective of the governance body, content management, governance mechanism.Urban Community Sports service body includes the Government, enterprises, public institutions and residents, with each representing different interest and power group and playing respective roles. Each type takes a number of specific units or individuals; in particular transaction participants will be different. The Government is still the main providers of public services and services at this stage guarantees fairness. The role of community sports governing bodies in social sports organization cultivation should be strengthened. Cooperation in Service provision is embodied in knowledge dissemination, facilities supply, activities and services.
