Research On The Power Operation Mechanism In Universities And Collages On The Base Of Polycentric Governance

In the background of highly developed market economy nowadays, The society needs a large number of talents who accept the higher education, which puts forward very high requirements for training work of the talents of university.The party and the government proposed to build a world class university and first-class discipline aims to enhance the level of higher education in our country. Since reform and opening-up policy in 1970 s, system reform of colleges and universities in China has been in the exploration, though it has made certain achievements,still did not reach expectations of the society.Higher education bears the mission of training personnel for society and providing intellectual support,especially in the development of the society its importance is becoming more and more prominent. For the construction of the world first-class university, system reform of colleges and universities in China have got extensive attention. The core of university management is the power structure of university, but the administrative and academic binary power structure under modern university system exists the crisis of aliasing distortion in the internal university at this moment.University is a very complex organization, which exists political power, administrative power, academic power and democratic rights, and the respectively corresponding power subject is the Party, principals, professors and Staff and Workers’ Congress. Mutual collision and conflict is inevitable while four kinds of power operation at the same time, which brings great difficulty to the management. Dislocation of political power will influence on administrative power and academic power;Dislocation of administrative power will cause interference to academic power and democratic power and then influences on the effectively develop of university academic power; Dislocation of academic power will affect the Party’s leadership and the carry out of policy, which will lead to organizational slack; Over expansion of democratic power will influence the efficiency of administration power and increase the running cost.Public colleges and universities in China which belonging to institutions are funded by the government, the traditional management system was influenced by the management system of government deeply, and it causes highly centralized of internal power, lacks of effective restraint, power operation mechanism is operating non institutionalized for a long time. To explore the internal power operating mechanism of university under the background of today’s higher education reform, we are facing challenges of established pattern in practice level, at the same time, we lack of effective theoretical guidance.At present most of the domestic research on the power is focus on the rectification of the imbalanced structure of academic and administrative power, it is intended to increase the weight of academic power, thus make the two parts operate coordinately and form mechanism. In this regard, What needs to be pointed out is the ignorance of the status and influence of political and democratic rights in colleges and universities. The system of headmaster in charge which under the leadership of the Party committee is the fundamental systems for the leadership of our party to the higher Education Institutions and he important guarantee for insisting the socialist direction of running schools,democratic management is the important content of the system.This paper is mainly contains four parts.The first part starts from the background of higher education reform nowadays, clears the importance and significance of the construction of power operation system. And combines the domestic and international research on this problem, clears the theoretical basis of the university authority. And gives a detailed account of the theory of the multicenter governance which is the theoretical tool of this paper which paves the way for the following discussion.The second part analysis the status and existing problems of internal power operation mechanism in the university of our country. The construction of the system of the current power structure in universities has certain scientific nature, but it has some problems that difficult to solve in the actual operation process, at the same time,the system construction also need to keep pace with the development of times.The third part focuses on western countries which is the origin of the modern university system, and explores the internal power structure of the England and American Universities in order to find the general law thus providing reference for our reform.The fourth part puts forward a set of constructive plan on the base of multicenter governance theory in order to provide support for the improvement of the internal power operation mechanism of China’s colleges and universities.
