Reach On Higher Education IT Governance

The 21st century is an era of information,in which computer and network technologies are gaining rapid expansion and popularity,having a massive impact on mode of production,manner of working and lifestyle of human beings.As important bases for fostering talents,universities and academic institutions must be aware of such influences that modern technologies and ideas carry on them.Only through campus informationization can they adapt to the development of the information era and be more productive in cultivating highly-competent,innovative and inter-disciplinary talents that meet the needs of this era.Therefore,it is necessary to research on IT governance in universities and come up with a strategic approach.Only through university-wide coordination can this problem be solved,and a transparency management frame be established,thus providing efficient,safe and stable information service and realizing an easy access for different departments to the technologies and data in need.This paper starts form analyzes and studies the basic concepts of IT governance and enterprise-related IT governance methods,and then compares the relevant IT governance theories and practical experiences of foreign universities.Then,it analyzes the actual situation of IT construction in our universities,outlines the overall situation of IT construction and IT governance,and proposes an IT governance model and method suitable for them,then describes how to design set goals and scope of IT governance,set up appropriate organizational structure and processes,identify participants and responsible persons for each work,improve through various tasks and systems,and continuously evaluate and optimize the actual situation.Then use a case of R university to analyzes this model and method.At the last,making a forward to the IT governance work in Chinese colleges and universities.This thesis analyzes researches about IT governance in foreign universities and come up with a solution for Chinese universities concerning their IT work,hoping to offer some insight and provide a frame of reference for future development of campus informationization.
