As part of the social administer, community CSOs connect government and community residents. They not only support communities’ self-governance, but also undertake public service functions for government. However, there are several features in China, such as "strong state" and "weak society". Government set the "dual management system " rule for CSOs. There are a lot of strict rules in access standards and development paths. Some community CSOs which came from grass-root are difficult in getting a legal identity, resource and technical management. It let them fall into the plight of lacking autonomy, then it became the machine for government to control our society. So it is of great significant to research the autonomy of community CSOs.In this paper, the author have finished a case study which called "Green Housewife" and used the theory of autonomy as the basis to analyze how the "Green Housewives" using autonomous strategies during the two-stage, then sum up its mode of autonomous practicing. While the community CSO was founded, it was small with very little resources; its management mode is not standardized and its identity has not legalized, so it was lack of credibility and faced a lot of problems. In order to solving all of these problems, the "Green Housewife" take the strategies of identity system and entry system in government. It means catering to government’s expectations,meeting government’s needs of social values and promoting spiritual civilization.Also, it means doing some solid work which focus on protecting the community environmental, so that it will win the government and the public’s recognition, then obtain the identity of legitimacy. Then, the organization running stably. Borrowed the theory of autonomy to describe its autonomy practicing strategies from four parts in the second period. They are the organization’s resource integration and utilization,structure and network training, culture and self-management. It exerted its autonomy while it recognizing the system, getting into the system and using the system. It is under the dependency and autonomy of tension. This autonomy is called a "relative autonomy." At last, the author tries to put forward some suggestions of enhancing the autonomy of CSOs.
