Boundary Of The Urban Community Autonomy

Community autonomy is an essential part of grass-root social management, as itplays an important role in city management，the sustainable development of economyand the stability and harmony of the social construction. Since1990s, the practice ofcommunity autonomy has accumulated lots of fruits both of practices and theories.However, what state has our country’s current community autonomy reached?The main research methods of this paper are literature research and surveyresearch, and I take A community in Chengdu as investigation field. After survey Ifound A community has following traits: On one hand, to some extent, it has realizedautonomous transactions, whether borders of the main bodies or transactionboundaries are clear. Relevant agents of main body can cooperate mutually tocomplete the community affairs. On the other hand, there are many things left to do inthe future. For example, the main body of the boundary is not very clear. What’s more,transaction demarcation is unclear, especially the administrative affairs andcommunity autonomous transactions are confused which leads to this result: residents’committees has the tendency of administration. So the author reaches the followingconclusion: it is vital to draw the boundary of community autonomy to achieve realcommunity autonomy.How to draw the boundaries of community autonomy? I present these followingviews: the1st is to divide the subjects of autonomous affairs from one another, the2nd is to define that what community’s affairs are.On the one hand, the main subjects of community autonomy can be divided intothese four types: administrative subjects, social groups with governmental background,subject from society and subject from market. The duties of administrative subjectsare the following: making policy and regulations related to community autonomy,guaranteeing external environment for Community construction and autonomy, andproviding relevant resources for community. social groups with governmentalbackground provides related resources and technology service for community’sdevelopment and construction and it also provides non-profit and convenient servicefor residents in the community; Social subjects can subdivided into communityautonomy organizations and social organizations. Community autonomyorganizations are responsible for Community autonomy Affairs and participate inCommunity Affairs, and social organizations should provide public services; subjectfrom market provides services for community to safeguard and improve communityservices.On the other hand, Community Affairs can be divided into the following threecategories: the1stis Community autonomy Affairs, the2ndis administrative affairs,and the3rdis so-called other affairs. Community autonomy Affairs consist mainly ofresidents’ self-education self management and self service; community administrativeservices includes public service community’s administration and affairs oforganizations; community service and affairs needed can be classified as a community’s other service.In our ideal autonomous communities, community will be responsible forautonomous affairs. Government should provide policy and resource for community.Social organizations and corporations participate in the Government’s throughso-called "buying services" in community-building and services for the people. Thisarticle is based on the Division of power in the Government, the community, themarket in the community and limit the range of responsibilities, each subject has acorresponding responsibility and authority boundary.This article divides relevant power for government community and the market,and each subject has a corresponding responsibility and authority boundary. Toachieve real community autonomy, every subject is responsible for relevant affairswithin its own area, their power and duties is limited. From above we can get thefollowing conclusion: community autonomy in our country is made up ofcommunity’s autonomy limited、government’s limited management and market’slimited participation.
