From a long-term perspective, pupils, as a special group of students, are the future of a country. They are carrying the responsibility and mission of returning the society and contributing the society. Therefore, if the primary school students want to really grow and become useful, they must have a sound personality. "If the talent, first adult", Meanwhile, the moral behavior habits is the basis of a person’s personality, which is a person’s moral character. Therefore, putting the "primary school students" on a par with the "moral behavior" is a very necessary and perfect research topic, and its important position is self-evident. In June 3, 2013, the Ministry of Education promulgated the "primary and secondary school education quality evaluation index framework(for Trial Implementation)",which agreed 20 aspects of 5 key indicators, and it also established a set of new primary and middle school education quality green evaluation system, among them,moral behavior habits is one of the key indicators of moral development level. However, in the real society, with the rapid development of modern science and technology, some new conceptions and new ideas, combined with the students’ special characteristics, natural imitation and strong curiosity, make them be in the habits of moral behavior in a number of ways to be biased. As the primary school education says, "the Moral character in the formation of the primary school has an important role in children’s life." Therefore, it is very important and necessary to investigate and study the moral behavior of pupils.In theory, the theory study of the moral behavior has been quite mature. In practice, however, the effectiveness of the primary school students good moral behavior habits’ cultivation is still poor, there still exist many incompatible places against the formation of good moral behavior habits in practice measures. Based on this kind of situation, the paper will be based on the H primary school of Q city as a case, via the elementary school pupils’ cognitive and performance in the four dimensions of civilized manners, thrift, love of labor, good care environment, so as to understand and analyze the status quo of the current elementary school students moral behavior, problems and causes, and on this basis, the writer will explore effective path to cultivate primary school students’ good moral behavior habits.This paper is divided into four parts. The first part is the introduction, which is mainly related to the reason of choosing the topic, the significance of research, the related research literature review and current situation trends, the article innovation, the research ideas, the research methods. The second part is the core concept of discrimination and theoretical basis. Among them, the core concept mainly involves the habits, the habits of behavior, the habits of moral behavior, the nurturance education; the theoretical basis mainly involves moral cognitive development theory, humanism theory and social cognitive theory, considerate model theory, the theory of value clarification. The third part is to take H primary school in the city of Q for an example, basing on the questionnaire method, interview method, observation method, and so on, to investigate the pupils’ moral behavior in civilized manners, thrift, love of labor, care for the environment cognition and performance status, and use the descriptive qualitative analysis and coding micro analysis, to analyze the collection of data and information, and then discuss the influenced cause deeply from the four aspects of the students themselves, family, school and society, which is in order to provide theoretical support for the argument. The last part is the countermeasures and suggestions for the students to develop the good moral behavior habits, which is mainly from four aspects of the family influence, the teachers’ guidance,, the school education and the society support.
