With the rapid development of economic society of China and the deepening of reform and opening-up, more and more International Non-Governmental Organizations(INGO) enter China, where they are active in more than 20 fields,such as poverty alleviation and development, public welfare relief, disaster prevention and mitigation, medical and health care, environmental protection, etc. International Non-Governmental Organizations have brought a lot of money, advanced experience and multivariate ideas to China, which are helpful to solve some practical problems in the development of our social economy, and promote the economic development and social progress in our country, moreover, they contribute to friendly exchanges and cooperation with other countries around the world. The positive role of the INGO is worthy of recognition. However, there are also some INGOS engaged in illegal activities in China, which not only did harm to the national security of our country, but also destroyed the normal social order, and produced some negative effects.Besides the affirmation of INGOs’ positive functions in China, this paper focuses on a special category of the INGOs, which has strong legitimacy but has certain negative effect in the future, and can be classified as "Grey Zone". This kind of INGO has done many activities, such as collecting the important political, economic, science and technology intelligence through academic exchange and science and technology cooperation; In the process of poverty alleviation and make financial donations to help develop education, Some INGOs make penetration in the field of ideology at the same time; Some INGOs interpose China’s foreign and domestic policies through think-tank’s cooperation and assistance; Some religious INGOs advocate their religious ideas through some projects; On the pretext of paying attention to the vulnerable, some INGOs make use of contradictions among the people in our country to intervene civil rights protection affairs, and develop their force in China at the same time.From a strategic perspective and in the long run, the “Grey Zone" of INGOs has posed a potential threat to the safety of China’s politics, culture and information and did damage to China’s national interests and the national image and so on, and it is not conducive to the healthy and stable development of the society for a long time. The reasons why it happened are as follows: the objectively inevitable contradictions between two important tasks, the expanding opening to the outside world and the maintenance national security in China; being controlled easily by outside forces due to the inherent independence of the INGOs; the effect of imperfect laws and regulations in our country; in addition, there are other factors, such as poor awareness in national security of some bodies between domestic and INGOs cooperation, and the lack of social organizations of our country in related field, and so on.We must pay more attention to the "Grey Zone" and take some measures. Firstly, we must enhance understanding and strengthen the control of INGOs that outside China through investigation and study to discover and alert "Grey Zone"; Secondly, legal protection is an important method. We may overcome and squeeze the "Grey Zone" through perfecting the laws and regulations and strengthening the management service level; Last but not least, scientific guidance is necessary. We can evade and avoid the "Grey Zone" by strengthening the rational planning and scientific guidance of the INGOs activities in China, supplemented by the development of civil society organizations and ultimately achieve the goal of promoting the economic and social development of China by using INGOs.
