The deepening of education reform needs teachers’ professional development, which also requires scientific design of teachers’ self-reflection and self-management. Portfolio construction is showing us a practice to put special attention to teachers’ professional development. At the same time, teachers’ professional development provides a new perspective to the construction of the portfolio. Teachers’ professional development is becoming the starting point and destination in building an electronic portfolio. In short, teachers ’professional development provide new ideas for e-portfolio construction, teachers e-Portfolio provides technical support for teachers’ professional development.With the further development and improvement of information technology, especially the popularity of the Internet, the conditions of using network-based portfolio has matured. Relying on the network carrier which has no geographical boundaries and time constraints, teacher Portfolio gradually achieve on the Internet transmission and distribution of teachers’ growing information, it can build up a broader interaction platform for professional development of teachers.From the work in scientific research department,the author’s inspiration is got, then she try to design and build the management platform for teachers’ personal management. The main contents are as follows:Part I: Study of teachers’ professional development concepts and content. Building the E-Portfolio is to promote the professional development of teachers, so the writer studied the theory of teachers’ professional development firstly. The writer investigated the professional development of teachers included teaching reflection, teaching academic development, developmental evaluation concepts. Finally, the theoretical foundation of the design for E-Portfolio was got.Part II: Research of Electronic Portfolio and Teachers’ Professional Development. In this paper, Portfolio’s sources and changes are introduced, clear the link between E-Portfolio and Teachers’ professional development —— Teachers’ Professional Development provide an new idea for electronic portfolio construction, e-Portfolio provides technical support for teachers’ professional development.Part III: The design and implementation of an electronic portfolio which is under the vision of professional development of teachers. According to the theoretical basis for teachers’ professional development and teachers demand analysis which got by interview, the author designed internal systems of the electronic portfolio. Finally, according to the system functional design, its implementation will be in the Moodle platform. In addition, the trial of electronic portfolio under perspective of teachers’ professional development initially completed.This study is put the theory of teachers’ professional development into practice,provide specific and feasible mode of operation.On the use of Design-Based Research,the study formed the design research process from goals to the feedback loop iteration. Modify and improve the function of an electronic portfolio constantly.The study combinedthesuperiority of teacher’s professional development and e-Portfolio.Itgavenew ideas of e-Portfolio, and found a new practice area for teachers’ professional development.This is a new attempt and change of teachers’ professional development, and the inevitable result of rapid development of information technology.
