Sexual harassment is a serious social phenomenon which is harmful and keeps growing serious. The study of sexual harassment in the westren country mainly from the USA is relatively mature, at the same time the study in China is Relative lag. A complete control system for sexual harassment has been formed in many countries. The prevention and control of sexual harassment in China is still limited to the provisions of a few laws, and the mechanism is not established in the whole society to meet the phenomenon of sexual harassment. The system of sexual harassment in China needs to be improved urgently.World Health Organization stood sexual harassment of human rights violations indicate the nature of sexual harassment height of the violence, the same time that sexual harassment is a global public health problem, to solve this public health problem, not simply put it as a form of violence and acceptance react, but to uphold a conviction: violence and the consequences it produces can be prevented in advance.Only from the legislation to prevent sexual harassment can not play a comprehensive role, use the way of legislation, education and social mechanisms is a effective way to control the phenomenon of sexual harassment. The problem of campus sexual harassment is a miniature of social harassment. Effective prevention and control of sexual harassment can not noly protect the legitimate rights and interests of students, but also provide a reference for the prevention and cure of the whole society. The theory of public governance and multi governance of the concept of multi governance can provide theoretical support for the prevention and treatment of sexual harassment, The government, the social subject and the third party work together and exert the unique superiority in the respective domain to achieve the long-term effect to solve this problem. This paper studies the sexual harassment from the perspective of public management, Take public governance theory as the support to explore the specific measures for the prevention and control of sexual harassment.In this paper a special investigation on the sexual harassment of the campus has been compiled, It contents include the students’ sexual attitude, sexual harassment, sexual harassment, and the causes of sexual harassment. This questionnaire was a random survey of 5 Vocational Colleges in Yunnan province and 1517 valid data were obtained. Use SPSS.l7 software to describe the data and do chi square test.After that the writer in-depth interviews with 20 students. Survey results show that the phenomenon of sexual harassment on campus openness of the students, many factors previous sexual experiences, sexual harassment awareness, rights awareness. According to the above factors, the methods of solving sexual harassment are put forward, which include ways of such as improving the legal system, improving the school health education system, and improving the overall participation of the community, etc.This paper is aimed at the problems in the current sexual harassment governance in China. And from the perspective of public governance theory, to establish and improve the campus sexual harassment and control mechanism proposed to solve the ideas and suggestions.
