| The detrusion of equalization of public service is the importance measures of narrowing the gap between urban and rural areas, among which sports public service equalization is an integral part. In recent years the resolution has been paid high attention by the state and society and become a part to solve livelihood-related problems. However dealing with the gap of sports public service equalization between urban and rural areas is the crucial problem as well as a hot topic that related scholars in every field of society life debate and research actively. Therefore, my research targets the urban and rural areas’ sports resource allocation and utilization in Enshi from the angle of equalization of public service, which is with methods of literature review, expert interviews, field visit, questionnaire survey, mathematical statistics analysis to further analyse current situation of the urban and rural areas’ sports resource allocation and utilization, the gap between the urban and rural areas as well as the factors of imbalance. On the basis of equalization, a series of measures and advice are put forward according to the fact in Enshi. Finally some suggestions will be provided for the development of sports public service equalization in Enshi.The present configuration situation of the all aspects on urban and rural social sport resoures on the in Enshi has an increasing tendency. But the curreat social sports resources allocation of urban and rural areas and the national standard, its “Enshi universal plan(2011-2015)”is still a gap. what is more, there is a big gap between rural and urban areas’ confignration in Enshi. In terms of configuration, the rural areas are superion to the urban areas, which includes social sports equipment and facilities, types, ways and so on; social sports personnel quantity, capacity, soure,level and so on; social sports fand source of input lines, etc, and social sports information transmision way, content,scape, speed.In terms of use, the utilization of puplic sports venues in rural areas, is better than its urban areas. On the contrary, the utilization of rural school sports ground is superior to the city. Urban social sports manage the staffs work better, but practical work situation is not ideal; Urban socialsports instructors, guide the number of tines a week, guide way and the working conditiongs are better than that of the country; Urban social sports funds put into use lines, use involves more than country; Urban residents with the help of all kinds of sports information, improve the better than the countryside. Makes a difference and the influence factors of economic development is not balanced; Urban and rural dual system; Sports supply mechanism; Supervision mechanism; Fitness con sciousness;Planning of sports resources and openness.According to the specific condition of existence, suit the remedy to the case soecific reasons, Through the positive development of rural economy, speed up urban and rural economic coordinated development; Gradually eliminate the urban and rural development system, the integration of urban and rural social sports development; Expand multi-channel supply way; Make full use of the existing sports resources; To strengthen the construction of urban and rural sports functional departments and staff team;Increasing social sports regulations guarantee system in urban and rural areas;Establish a mechanism for perfecting the supervision and feedback platform; so as to change the present of the urban and utilization of the status. promote the balanced development of urban and rural social sporting. |
