Current Situation And Countermeasure Of Primary School Sports Development In Rural Areas Of Xiangxi Autonomous Prefecture

Xiangxi Tujia and Miao Autonomous Prefecture(hereinafter referred to as Xiangxi)is situated in the north-west of Hunan Province.Located in the junction of Hunan,Hubei,Guizhou province and Chongqing municipality,Xiangxi is labeled as the ‘old revolutionary base,ethnic enclaves,and poverty-stricken region in a remote mountain area' In November 2013,President Xi Jinping inspected Xiangxi.Considering the dual identities of Xiangxi as the minority autonomous prefecture,key development area in Hunan Province and major battlefield for poverty alleviation,Xi made an important instruction of ‘seeking truth from facts,acting in line with local conditions,classifying guidance,and taking targeted measures in poverty alleviation'.Since then,the model of targeted poverty alleviation came into being.Targeted poverty alleviation in education has greatly improved the efficiency of poverty alleviation work and the possibility of equalization of education resources.The improvement of education is conducive to breaking the stalemate of economic backwardness.Physical education is an important part in schools.With the implementation of the poverty alleviation in education,the absorption of external advanced views that break through the traditional thoughts of the region,not only the issue of education equalization in poverty-stricken areas will be settled to form a internal power source for poverty alleviation work,the poverty situation will also be addressed from its core so as to achieve a long-term,sound and stable process of poverty alleviation.Target on the current situation of sports development in primary schools of rural areas in Xiangxi Autonomous Prefecture,this study will adopt documentations,questionnaire surveys,statistics analysis,interviews and logic analysis to dig into the status quo of primary school physical education in rural areas of Xiangxi with the perspective of “targeted poverty alleviation”.Related factors will also be surveyed and investigated to construct a theoretical framework and to explore countermeasures in coping with the investigation results.In this study,sports poverty refers to the existing comprehensive resources for physical education in schools,including equipments which cannot meet the requirements issued in the ‘ Sports Equipment Specifications in Primary Schools ' of the Educational Industry Standards of the People's Republic of China,nor meet the needs of sports activities in schools,making it difficult to complete the teaching tasks on physical education and violating the legitimate rights of students who should receive physical education.In addition,this study will analyze the phenomenon of poverty in sports resources in primary schools in rural areas of Xiangxi from five dimensionalities as follow,the shortage of physical teachers,the lack of sports venue and equipments,the weakness of physical education,the lack of physical education activities,and the lack of awareness of physical exercises.From the investigation,it is found that there are certain limitations in the current physical education of primary schools in rural areas of Xiangxi,including the teachers for sports courses,the sports equipments and venues,the attendance of extracurricular sports activities as well as the concept of physical exercises.The countermeasures for the targeted poverty alleviation of sports education in the rural primary schools of Xiangxi: clarify the core issues of poverty alleviation in physical education in accordance with the national policy of targeted poverty alleviation;strengthens the concept traction of social poverty alleviation,improve the social status of teachers,reverse education concept of parents;lift schools out of poverty to improve their teaching circumstances,specify the targets for poverty alleviation,improve legal systems for poverty alleviation in physical education,and strengthen the construction of the teaching staff.
