Education is the eternal foundation of one nation. The international competition in future society is the competition of economy, the development of the level of productive forces, in the final analysis, the talent. The cultivation of talent should rely on education. Education is a kind of complex phenomenon of the outcome of development of human society to certain phase. Thereby, education should be coordinated with the development of other aspects in society, higher education is not another case. Researching and discussing the basic laws of higher梕ducation development, comparing the education scale under different social and economic backgrounds, play a very important pole theoretically as well as offer the reference for Chinese higher education. This article chooses some representative nations for comparing and analyzing different development of higher education of these nations; and examines development situation of higher education under different conditions and mutual effects between higher education and social economy in accordance with the different social development background; and probes the law inside.There are five parts in this article:1.To introduce the problems, value and specific contents of this research.2.To analyze and compare all kinds of quantitative index for development scale of higher education; To regard the Gross Enrollment Ratios for right aged youth as the quantitative stands; To propose modifying ideas for specific calculating formula of quantitative index (Gross Enrollment Ratios) of development scale of Chinese higher education on the basis of analyzing the whole Chinese higher education system in detail.3 .Through the analysis of higher education development of several representative nations, such as America, Japan, and Great Britain, this article finds respective development features on different social, political and economic backgrounds. Focusing on society orientation and government participation, America establishes multi-type higher education system; Focusing on social needs orientation, Japan establishes multi-type higher education system, from government invest to nongovernment investment.4.To conclude common features of higher education development for above nations that there is relatively faster development period from quintessence phase to public phase. These countries centralized meeting social needs for educating goal, and gradually established multi-type higher education system and multi-type investment body. This article analyzes the relationship between higher education development scale and all major social elements, in particular economic element. Economic development restricts and determines the higher education development scale. There is no corresponding relationship between higher education development and economic development. It proposes professional running-school direction focusing on social needs and forming multi-type running-school system. It also shows that multi-type running-school body is the basic feature of public higher education. In addition, it concludes that scale isn抰 the determining element whether the higher education can enter the public phase, and the publicity is inevitable trend for higher education development.5.Through tracing back the development of Chinese higher education, it analyzes the basic feature of Chinese higher education development and practical foundation of publicity of Chinese higher education from the aspects of Chinese economic power, development situation of preliminary education and Chinese education strength, and so on. On the basis of formerresearch, from the state of China, it shows that realizing publicity of higher education is an objective requirement for Chinese society development. Our nation has occupied basic conditions for propelling the publicity of Chinese higher education, and it is inevitable to carry out publicity. This is the conclusion of this article.
