A Study Of The Innovation And Operation Mechanism Of The National University Science Park In China

Since the new century,with the rapid development of higher education in China,the construction of the National University Science and Technology Park(NUSTP)has gradually become an important task of the strategy for invigorating China through science and education.Over the past 20 years,NUSTP has been an essential part of the national innovation system and a crucial link of the higher education system with Chinese characteristics,helping to make unique contributions to the implementation of the national innovation-driven development strategy,boost the effective development of mass entrepreneurship and innovation,and effectively stimulate the enthusiasm and creativity of innovation subjects in universities.However,the development of NUSTP has faced some problems so far,especially of the management system and operation mechanism,which need to be analyzed and solved in depth.For example,the mechanism of integrating superior innovation resources and transforming advanced technology achievements is not fluent;the mechanism of incubating science and technology entrepreneurship is not energetic enough;the mechanism of cultivating innovative talents is not dynamic enough;the mechanism of opening and collaborating between industry,university and research is not sound,and so on.NUSTP is an emerging hybrid organization,which is an important element of collaborative social governance.Through incubator theory,this paper explores the development of national university science and technology parks from the perspective of new public governance,and tries to propose the mechanism of industry-university-research synergy and governance countermeasures,which can help the sustainable development of NUSTP.This paper takes NUSTP of S University as the case object and entry point,adopts literature method and case study method to analyze the current situation and characteristics of collaborative governance among multiple subjects of government,universities and enterprises.The reasons for this are mainly the unsound policy system and operation mechanism,as well as the problems of management concept government positioning,social environment and financial investment.By studying and drawing on successful cases and experience inspiration at home and abroad,this paper focuses on the following governance countermeasures from the operation mechanism: firstly,improve the flow mechanism of superior science and technology resources;secondly,improve the operation mechanism of multi-service guarantee;thirdly,build a multi-risk financing and investment mechanism;fourthly,create a culture of innovation and entrepreneurship power mechanism.This paper studies the operation mechanism and current situation of NUSTP of S University under the framework of new public governance,which is innovative in terms of research perspective,and the research results can provide reference for the construction of operation mechanism of other NUSTP of the same type in China.
