The rapid development of information technology brings challenges and new chance to the education. Recently, popularizing the information technology instruction in primary and secondary schools has become one of the key problems in the curriculum reform trend all over the world. A new research focus of the method and practice on information technology education in China has come into being with the appearance of the document of the Guide Compendium of Information Technology in Primary and Secondary Schools (try out) and the Compendium of Curriculum Reformation of Primary and Secondary Education (try out).According to the analysis of the current status of information technology education in China, the author find that there are many problems, such as the narrowness of the understanding of the goal of information technology course, the simplification of instructional methods were not adapting to the new objectives. Seeking for effective teaching method to bring up information literacy and raising high thinking of the students is the focus of the teacher, and also the key whether the new course objectives will be carried out. The paper intends to analyze the implied meaning and the structure of new Information Technology Course Objectives, and to explore the Instruction Design Principle & teaching method which aim to train the ability of Information Technology Application.Having carefully studied the successful case of information technology course in foreign countries, the author suggests that we should design the instructional objectives of information technology course in primary school at different levels. According to the task of the course and the meaning of information literacy, the objectives should contain the following two levels: to train the abilities of information technology application and digital learning and to integrate the education of social morality as well as sensibility to the learning process. So, this paper brings forward a problem-based-reflective-learning instruction method in order to improve the abilities of the students to fully control information and digital learning with the popular instructional method and the objective design.The nearly two terms of action research in primary schools has proved that this instruction method, being designed during the teaching process with the view of information management, can easily make the instructional objectives more particular and with more details, integrate the ability training to technology learning during the problem solving process, create a three-dimension evaluation model of subject evaluation - object evaluation - content evaluation aimed at the problems of practice and develop some evaluation tools such as reflecting lists; amend and supplement the problem-based-reflective-learning teaching method to reinforce its applicability and maneuverability.
