College Enrollment, Personnel Training Quality Assurance Mechanism

EEOC is abbreviated from the Enrollment Expansion of Colleges. The policy of EEOC is of great importance for the development of higher education and advancement of society as well as for meeting the needs of many educates and so on.Actually people have taken great concern in the pursuit of the policy EEOC.They have explored into many influences on the development higher education brought by EEOC from different angles, among which how to guarantee and improve the quality of talents cultivation (TC) is shared by almost all the researchers. How to cultivate talents is the fundamental task of colleges and universities, while how to guarantee and improve the quality of TC is an ever-lasting issue.The author of this article makes an attempt to probe into the issue with the methods of documentary analyses, statistical analyses, investigations and case analyses. From the angle of internal managements of colleges and university, he makes an overall discussion on the quality guarantee mechanism of TC in theory and practice. He tries to make a generalization of the issue, aiming at better cultivating talents more scientifically and propelling the pursuit of EEOC policy forward healthily, sustainablely and deeply.The article comprises three sectionsSection one focuses on the introduction of EEOC, the analyses of several conceptions like the quality of TC, and the discussion of the meaning of quality guarantee mechanism of TC, which give detailed supports to the exploration of the issue.Section two deals on the main problems existing in the present quality guarantee mechanism of TC in the process of EEOC.Section three presents some suggestions on the quality guarantee mechanism of TC: a) to perfect the cost-share mechanism of higher education is the base; b) to form a scientific and reasonable mechanism of teacher management is the key; c) to reform the mechanism of teaching management is the core; d) to construct and perfect the mechanism of supervision and feedback is the very means of guarantee.
