Study On The Quality Guarantee Mechanism Of Regional Vocational Education

Since the 18 th National Congress of the Communist Party of China,Our country has paid more and more attention to the coordinated development of regions.The implementation of coordinated development of regions is an important part of building a modern economic system.The development of vocational education directly contributes to the development of regional economy and the progress of science and technology.At present,the development level of Regional Vocational Education in China is quite different,and the educational resources and funds invested by provincial(city)governments also have a big difference,which makes the quality of Regional Vocational Education in China uneven,unable to better adapt to the speed of regional economic development better,and to transport high-quality vocational education talents for regional economic development.In 2015,the state upgraded the "coordinated development of Beijing,Tianjin and Hebei" to a national development strategy.Therefore,taking the Beijing,Tianjin and Hebei region as an example,this paper systematically studies the quality assurance mechanism of Regional Vocational Education in China by using the methods of literature analysis and comparative study from four aspects:policy promulgation,institution setting,quality standard formulation and information platform construction.This paper analyses the current situation of the quality assurance mechanism of Regional Vocational Education in China and finds the following problems:First,the existing policies have limitations,the policies and regulations between provinces and municipalities are lack of coordination.And the three regions are separately governed by different levels and lack of a unified leading body.Also the targeted regional vocational education has not yet been formed Quality standards.Moreover there is no unified platform for information sharing,so it is difficult to truly share information among regions.Based on the problems above,this paper tries to construct a regional vocational education quality assurance mechanism in China on the basis of learning and drawing lessons from the European Union's.Firstly,we should improve the policy documents of regional vocational education quality assurance,adhere to the coordinated legislative work of regional provinces and municipalities,and strengthen the cohesion and relevance of the policy.Secondly,we should establish the Regional Vocational Education Quality Assurance Committee with the participation of government leaders.Thirdly,we should set up the standards of running schools,teachers and personnel training to establish the regional vocational education quality assurance standards system.Fourth,We should establish the sharing platform of regional vocational education quality assurance information platform,including information data collection and management system,monitoring system and feedback mechanism,meanwhile opening a regional case display column.Through the interaction of these four aspects to facilitate the formation of the quality assurance mechanism of Regional Vocational Education in China and to guarantee the Regional Vocational Education in China.
