The key competition between the enterprise is the competition of talent people in the market economy, It is far ranging received that talent people brings up the development and profits. So the human capital investment concerns the enterprise'fate.Training is the essential way and the essence of developing human capital. It is of great significance to make a study on the state-owned enterprise (raining management for ,lhe effective development of human resources in the state-owned enterprise.This paper first deal with the essential content of human resources, then analysis is made of the existing problems and causes in stated-owned enterprise training management.Construction of training management system is proposed for Counter-measures of training management by way of comparative and case study methodIt is hoped the proposed counter-measure for training management in state-owned enterprise will be of help to enterprise training management practice so that the enterprise human resource can face the challenge at the time of knowledge economy.
