At present, China is in transition from the planned economy to the marketeconomy. Meanwhile, state-owned enterprise reform is also constantly in-depthdevelopment. State-owned enterprise staff physical work shows the new features tooin transition. Staff sports work is an important part of mass sports, and isindispensable content for Chinese powerful sports construction. From the sportsnature of enhancing the physical properties, the rural sports and community sports arebecoming the focus of all areas of society, and many experts and scholars havelaunched a comprehensive in-depth research on them. But development of Staff sportswork is earlier than and community sports and rural sports, in the course of socialprogress, it has emerged rapidly downward trend than them. The current number ofenterprise employee’s physical activity is relatively weak compared with the rest ofthe population. This situation is bound to affect the implementation of the NationalFitness Program and sports power construction process. It has to be worth inreflection and in-depth research.Of course, staff sports work is affected by many factors in transition. So, whichstaff sports development form is adapted to the development of state-ownedenterprises? What problems are existed in staff sports present Situation andmanagement system of state-owned enterprise in Hebei Province? How to organizeand manage the state-owned enterprises staff sports work to effectively protect theinterests of staff sports or in Hebei Province? Those become the research topic forthis paper.In this paper, using the literature, survey, mathematical statistics, logical analysisand other research methods, the author makes a survey and interview study to24state-owned enterprises in Hebei Province.The result shows: Hebei state-owned enterprises staff sports management workfollowed the traditional management model of by staff union or its branch, culture andsports association organization. From the whole, staff sports have a good development.The majority of enterprises can regularly organized sports activities; the selection of sports projects are usually less demanding facilities, simple rules and easy promotionin mass. Meanwhile, the staff individual participating in sports activities areinsufficient; leaders of state-owned enterprises in Hebei Province are held positiveattitude to carry out staff sports, but still some companies haven’t organize staffsports activities because of some misgiving. For example, they think it is difficult tomeet the demands of all staff sports, to distribute the sports scheduling and productionto balance the benefits to all staff, to prepare enough money and so on.Currently, Hebei state-owned enterprise, the contradictions of staff sportsorganization and management are mainly reflected in the growing demand for sportsstaff and enterprise management systems discomfort, the pursuit of economicefficiency and develop staff sports consciousness, and the existing system of workinghours and staff sports arrangements.To this end, to strengthen leaders attachment and trade union functions and staffsports institutionalized management; to improve and construct the basic sportsfacilities, and to establish a small and diverse facilities meeting staff workingcharacteristics; to organize the periodic appraisal inspection; to build a new networkof social services between the enterprises and the communities and schools is aneffective way to improve the staff sports organizations and managements in HebeiProvince.
