China's Colleges And Universities To Merge A Number Of Issues

Much close attention from the society has been paid to mergence of universities and colleges which is regarded as one of the great reforms in higher education management system in recent years. For long, not enough financial fund has been allocated to our universities and colleges. At the same time, the present limited educational resources are so inefficiently applied that the beneficial result of scale can't be gained. Starting from the analysis of his historical background of mergence, the thesis formulates the theoretical bases principles restricting factors of the mergence and the present situation and development of newly- composed universities, aiming at achieving the desired results as soon as possible.The thesis includes five sections.In section one the thesis analyzes the historical background of the mergence. On the basis of analysis of social background of the present stage and experience analysis of emergence abroad the thesis points out the mergence is of great significance to benefit higher education of our country.In section two the thesis makes a theoretical analysis about mergence. The mergence is a kind of breakthrough in the system reform of institutes of higher learning according to the system economics. It also help realize the beneficial result of scale andthe benefit as a whole according to the theory of economy of scale.In section three the thesis talks about the main principles and means of mergence of universities and colleges. It consists of return being bigger than cost; government's positive guiding subjects' full mergence and mutual benefit, simplifying the administrative structure, optimizing the layout and levels of higher education.In section four the thesis is about six factors restricting the reality of the expected targets. The six factors are that financial fund from the government, the time of inside mergence, law of inside management, value direction of development demand of universities, different ideas of school management and geographical site of universities joining in mergence.In section five the thesis talks about the present situation and problems lying in the mergence and puts forward some related counter- measures and suggestions to them. Enough investigation and demonstration must been made to merge according to proper to location with proper scale before mergence. Do be positive stable and work step by step during mergence. Mergence management and system creation must be carried out on the basis of stability. Development and creation are the perpetual topics for the newly- composed universities.
