The Research On Investment And Cost-benefit Of Hunan Province Higher Education

In recent years, following the expansion of enrollment, funding shortages and inefficient use of resources become the principal contradiction of the development of China's higher education. Hunan province is located in central of China and economic underdevelopment. How to improve investment and beneficial result of higher education is profound for existing and development of Hunan's higher education. Higher education investment and beneficial result is the scope of higher education economics which is still in its initial stage. It need to continuously strengthen theoretical study to meet the needs of system theory of higher education economics and to rich in cognition of theory and methods of higher education investment and beneficial result. Therefore, research on the investment and beneficial result of the Hunan Provincial Higher Education has theoretical and practical value.The paper firstly analyses current status of inner and external beneficial result of Hunan higher educational investment and beneficial result. On the one hand, the paper evaluates the inner beneficial result of human resources, material resources and financial resources of Hunan Province using related indexes. On the other hand, the paper analyses contributions of higher education to economic growth for Hunan Province using improved labor - simplified method and "residua analysis" developed by Schultz. From the results of analysis, it can be concluded that higher educational investment and beneficial result of Hunan Province is not high.We find that structure, scale and management of higher education are major factors affecting higher educational investment and beneficial result from analysis of current status. We research on higher educational investment and beneficial result of Hunan Province from these three aspects. Firstly, the paper analyses the hiberarchy, structure of branch of academic study, regional structure and investment structure of higher education in case of Hunan Province in detail. Moreover, we give a prediction model of supply-demand for the scale of Hunan Province higher education. The paper researches on effect of higher educational scale on investment and beneficial result based on the prediction. Secondly, the paper analyses the abuses of management of higher education and schools. The paper also investigates the effect of management on investment and beneficial result.Finally, the paper discusses how to improve higher educational investment and beneficial result of Hunan Province from management aspect.
