Optimize The Combined Scale Of China's Colleges And Universities

Merger of colleges and universities is an important measure of our education system, in a spirit of Eight Characters: "Build, adjustment, integration, cooperation", it expressed the hope that through the merger, we can reorganization of educational resources, and optimize the allocation of education resources, and enhance the scale economy. Controlling merger of colleges and universities under the appropriate size and pursuing of maximum management efficiency, it is an important way to optimize the merger of scale of our colleges and universities.Early in the 1980s, the World Bank took a statistical analysis on the scale of China's more than 100 institutions of higher education and cost per student. The result demonstrates China's institutions of higher education exist inefficient phenomenon of scale economy. From then on, many of our scholars start to research the scale economy of China's institutions of higher education from different angles. However, the findings have not yet reached the proper depth and breadth. After China's institutions of higher learning's merger, especially in the second round, our researching of scale economy in the context of colleges and universities combined are more meaningful.On the basis of stating the main result of the scale economy published in the literature, through survey and systematic study of data, using horizontal contrast of Chinese and foreign institutions of higher learning's scale economy and vertical contrast the scale economy of China's colleges in different times. This paper proves that scale economy of China's higher education has markedly increased after the merger, and the analysis of the factors which could affect economies of scale. This article mainly include five component : Chapter One is the background researching. In this part, I will from three aspects to stating the importance and necessity about scale economy. They are real meaning, the difficult that education funding facing, and the potential advantages of merger. Chapter Tow of summarizing higher economies of scale research methods and research results, analysis the causes of scale economy and the scale economy to the relevant theories and research on indicators. Chapter Three summarize the combined history and experience of our colleges and universities and Western colleges. Colleges and universities have a combined size of the foreign-lateral comparison and integration of our colleges and universities around the vertical scale comparative analysis of our colleges and universities combined with the advantages and inadequate of economies of scale. Chapter Four is an analysis of the impact of colleges and universities combined economies of scale related factors, primarily the cost per student and efficiency of Utilization, school type, department and the professional scale, higher quality. Chapter Five gives conclusions and advice.
