In2012, Ningbo has obtained prominent accomplishments by actively exploring thedevelopment mode of generally beneficial preschool education and vigorously advancing the construction ofuniversally beneficial private kindergartens. Therefore, this research aims to provide some basis for furtherimproving the development mode of generally beneficial preschool education and promoting the development ofregional preschool education by probing into the development model of the local generally beneficial privatekindergartens through the analysis of the policies regarding the generally beneficial preschool education inJiangbei District. The main content of this research are as follows:The first chapter is the introduction. In this part, the related research results of the universally beneficial privatekindergartens at home and abroad are sorted out together with an outline of the research background、the coreconcepts、the research methods and the research approaches.The second chapter gives us a general picture of the theoretical foundation of this research.The third chapter displays an analysis of the content of the policies of generally beneficial preschool educationin Jiangbei District. In this chapter, the content of policy texts of generally beneficial preschool education in ournation and the Jiangbei District are strengthened out together with the explanation of the policy text content fromthe four aspects: education quality,education fees,teachers and system. Through the research we can get acomprehensive understanding of the policy measures and policy goals of the government in the development ofbeneficial private kindergartens.The forth chapter presents an empirical analysis of the status quo of generally beneficial private kindergartensin Jiangbei District after the implementation of the policies. In this part, we can get the whole picture of thecurrent situation of the generally beneficial private kindergartens in Jiangbei District via the empirical ways of thecase study, questionnaire investigation and interview etc.Based on the theoretical analysis and empirical research in the first four chapters, the fifth chapter conducts adepth generalization on the achievement and the existing problems of the generally beneficial privatekindergartens in Jiangbei District and put forward the development strategies innovatively. Generally speaking,the long-term development of generally beneficial private kindergarten not only calls for the transformation of ideas and the updating of the comprehension of the concepts of public benefit but also demands the all-roundimprovement of the faculty quality of the generally beneficial private kindergartens and the establishment ofsound education quality examination system and the budget supervision system of preschool education.Study has no end. The last chapter reflects on the limitations of the study and looks forward to the subsequentresearch.
