It has been dozens of years before the common agreement in Chinese teaching practice has been reached, which indicates that the Chinese teaching activity is a process of language teaching whose main task or basic purpose is to help students develop the ability of using and mastering Chinese language ,and then participate social practices; in other words, it is to develop students' language capability.It is a long history till now that Chinese teaching always emphasized and did very well in rationalized analysis while without dynamic and systematic practices, resulted in most students with low language capability and could not apply what they had learned to the reality.This composition discussed the development of language capability at the basis of language communication, in order to expend the vision of Chinese teaching from stationary teaching mode to the dynamic teaching mode, through which students could develop their language capability , and teachers could full fill social task of Chinese teaching : highly qualitied talent.This composition includes foreword, body conclusion. The body is divided into 3 parts. The first part gave a brief explanation concept of developing language capability inlanguage communication activity, and necessity and feasibility, set up the goal for language capability development. The second part described the frame work about how to develop the language capability in different ways, such as acknowledgement , text reading and comprehension , language ability practising , teaching environment , etc. The third part analyzed features and requirements of language capability development ,comparing with traditional Chinese teaching .The final conclusion part sums up all points made above ,expecting to bring new vision and agility to language capability development in language communicative activity.
