With the coming of the 21st century, the modern information technology characterized by multimedia and Internet has a great effect on our life and study. School education will have a historic innovation, which will drive the education model from the printing era to the information era. The modern information technology, which is becoming the important supporting resources of school education, school management, and even the living of students and teachers, is being widely used at campus. At the same time our education idea is experiencing a great change as well. Therefore, school management and the IT-based education need improving gradually, which means not only a real challenge to our schools but a great opportunity for the development of our schools.As a result, a series of new conflicts appeared, such as the contradiction between the need of equipment and the scarcity of capital and the contradiction between the utilization of the present equipment and the qualification of school staffs, the contradiction between school management and the IT-based education. These serious problems have limited the development of modern school education while our schools haven't been prepared for these new problems.Based on such anxieties, The writer did some further surveys at the phenomena mentioned above and did integrated analyses of the behavior and views from principals, teachers, students and parents in terms of recognition, construction, and application by means of observation, conversation and questionnaire. As a result the writer was able to find out some problems in common, the main puzzles and obstacles lying in the construction of IT-based education of the schools, revealing the deep causes of the problems and the relationship between the problems and the present school education.In the end, the writer put forward his unique viewpoints and countermeasures of his own to solve the problems from the layer of the innovation of education technology and learning idea , from the layer of school management, educational investment and repayment , and from the layer of the students' knowledge of information technology and the teachers' specialization.
