The article goes back to the intension of converted schools and their background of emerging and developing, course of emerging and developing of American charter schools and converted schools in Shanghai, making a thorough inquiry about converted schools. American charter schools have such characteristics as sense of mission, small-sized, with the initiative in their own hands, self-government and accountability. Meanwhile, converted schools in shanghai have such characteristics as feature, publicly-operated, unbalanced development and combination of strict administration and humanism.The article analyses and disusses some disputed problems such as the names, choice, administration and enrollment of new students. Besides, it points out countermeasure of improvement for converted schools, suggesting that the government should support converted school in policy. Converted schools should give full play to superiority of self-administration, founding feature with local conditions, establishing two-way systems of personal engagement.
