With a review of country study that derived from several perspective, the writer of this paper has found that the development of peasants' organization came to be a common demand, however, the present study still mainly keep itself within subjective and theoretical prediction and construction, and fall short of detailed investigation of the reality, objective rule and existing problems. Besides, the government-conducted stereotype and the prejudice of attributing the underdevelopment of peasants' organization to their low capacity is also popular. History and reality both manifest that the government-conducted way can hardly be got rid of its disadvantages, and the peasants' self-conducted organizing act can also be found, while the difference between is multi-caused.The writer cited xu-villiage which is a typical example of the underdeveloped middle rural area of China, and analyzed the peasants' self-conducted organizing act from its phenomenon through the causes and character to functions. There are differences by phenomenon while all are results of self-satisfaction of their various needs under the circumstances of the change of relationship between the state and society and absence of formal organization. The inhibition of peasants' resources and traditional conservative and family-oriented ideology characterized their organizing act with family-linked, localized, informal and personalized. It exerts resources-allocating and social integrating function, which is very limit because of their underdevelopment.On this basis, the writer inducted that the peasants' self-conducted organizing act is mainly influenced by three elements, the relationship between the state and society, the peasants' needs and resources, and their ideology. These are also in conformity with the theory of social act, in detail, the needs give birth of goal and fuel with motive, the relationship between the state and society inhibits as social conditions, the resources offer with means, and special ideologyincludes values and norms. The former two mainly determine whether and in what area the organizing act happens, while the latter two make it with special form and character.Generally speaking, the underdevelopment and immaturity of peasants' self-conducted organizing act is multi-caused by the following: firstly, the state still render its control upon rural society, and the autonomy of the society is to be extended; secondly, the level of the peasants1 needs lowed by the general economic development; thirdly, the peasants' shortness of resources and conservativeness of their ideology determined their small size and local-cultured. In view of this, corresponding policy and innovation of institution can be made to stimulate and support peasants' self-conducted organizing act.
