The 21st century is a society of knowledge-based economy in which information is developing rapidly.. The idea that one's life passes through two phases, i.e. learning and working, is behind the time. A lot of new ideas are now developed to meet the demands of the changing world, one of which is learning families under the influence of life-long education, learning organization and humanism. It is of great importance to family education, individual development and social progress to create learning families.In Shanghai, it is five years since the promotion of the creation of learning families was initiated and some remarkable achievements have been made. However, there are some difficulties hi creating learning families. This paper focuses on family-related factors influencing the creation of learning families.Based on literature analysis and questionnaire, this study draws the following three conclusions, using frequency statistics, comparing means and correlation analysis:First, creation of a learning family has notable difference when the essential elements of a family is different. The five essential elements are: parents' age, top-level educational background, family income per month, family type (whether the family is a "five-good-family" or not) and living situation.Second, creation of learning families is correlated to the communication between parents and children, husband-wife relationship and learning concept.Third, family's factors can serve as the prediction of the creation of learning families. The factors are (15 altogether): husband-wife relationship, communication between parents and children, time a mother spends in studying at home, understanding of "learning families", learning concept, understanding of being parents; mother's educational background, school type, frequency of participating in school promotion activities, time a father spends in studying at home, number of books in the family, understanding of the significance of creating learning families, number of newspapers and magazines a family subscibes, computers or not, understanding of whether school's promotion activities are helpful or not.Based on these conclusions, this paper puts forwards the following suggestions:First, school and community should design and promote positively the practice of learning families, and particularly community should develop its social education.Second, in promoting the creation of learning families, school and community should provide different advice to families according to different essential elements.Third, school and community should improve the communication between parents and children, husband-wife relationship and learning concept.Fourth, school and community should help citizens further understand "learning families".Finally, by strengthening the practicability of the promotion activities in morediversified modalities, school and community should enhance the active participation of parents in the creation of learning families.
