With the development of economics, politics and culture of Chinese society, the government of China made an important decision that quality-education must be carried forward all over the country in 1996. Innovation education is the core of quality-education, so it has become a hot topic of education researches. Mathematics education should play an important role in innovation education as Mathematics is a fundamental subject. In recent years, many papers on Mathematical innovation education research are carried in some newspapers and magazines, but they are short of facts and short of the deep studies of some basic problems in Mathematical innovation education .For example, what does the Mathematical innovation thought mean for-the pupils and students in the elementary or middle school ? do they have latent creative abilities who regarded as dull-witted children because of their poor grades ?for all students (or pupils) or for the intelligent part of them do we implement mathematical innovation education? The paper aims at looking for the answers to the questions above.The paper is made of four sections. Section one is introduction about history and real background of the theses of the paper. Section two is elaboration from some relative theories. In this section, the definition of the terminology "Mathematical innovation thought of pupils and students " is given with reference to the theories on thought and Mathematics thought, integrating the practices of Mathematics teaching and learning. The section also inquires into some policies to bring up the pupils' or students' ability of mathematical innovation thinking. Section three is experimentation research. It narrates the targets and process of the teaching experiment and concludes the experiment in the end. Section four cares for implementation of mathematical innovation education. It warns the government and teachers of some problems in the cause of implementing mathematical innovation education.
