Since 1960's, because of the rapid development of economy and society propelled by scientific revolution and the keen competition of comprehensive national strength among countries, countries all over the world have deeply realized that education is very important to the improvement of a country's national strength, and given priority to the development of education, moreover, they have advanced quality-oriented education ideology.With the increasing development of the construction cause of socialism with Chinese characteristics in the middle of 1980's, the concept and idea was advanced. From then on, the fundamental task of education reform is regarded as the improvement of national quality and put forward in the many documents of the Party and country. The education of China is turned towards quality-oriented education and the research of quality-oriented education in theory and practice is completely carried out.The modern quality-oriented education of China is developed and based on the history of China's education, especially the achievements of theory and practice in education acquired since the foundation of New China. Deng Xiao-ping's idea of quality-oriented education plays a very important role in the emergence and development of the modem quality-oriented education in China. Though Deng Xiao ping himself has never referred to the term of "quality-oriented education" in his statement of education, his educational theory has inherited and development Marxist theory concerning all-round development of human beings and Mao Tse-tung's educational idea of comprehensive development in morality, intelligence and physique, so Deng Xiao ping's theory contains the abundant ideas of education for all-round development and it is a scientific theoretical system, answering the basic theory and practical problems of quality-oriented education. The idea of "Three Orientations" and "Being Human Beings with Four Haves"(have revolutionary ideals, sound morals, good education and a strong sense ofdiscipline) given by Deng Xiao ping is full of theoretical and practical importance to the modern quality-oriented education in China and has prepared Modern China for putting quality-oriented education into practice in an all-round way and provided scientific theoretical basis and methodological guidance for carrying forward overall quality-oriented education.
