Further to first decline of 1998, which is mainly due to the addition of index of average per person, the rank of our technical competitiveness among 47 countries and areas, according to International Competitiveness Report of 2000, has dropped again from No.25 of 1999 to No.28. The index of Technical Cooperation between Enterprises ranked 35th. The index of Collaborative Research level between Institutes and Enterprises ranked 30th. Compared with those of 1999's, the ranks had dropped 10 and 7 respectively. Among the factors which caused the decline, the human resource and its development are very important. As a matter of fact, the effective promotion of the development of human resource is a significant strategy for enhancing the integrated competitive ability of the country and enterprise. By taking optimized allocation of technical human resource of universities, especially allocation under market mechanism, as breakthrough, the paper studied and analyzed the issue of optimized allocation of technical human resource of our universities, and put forth the suggestion of strengthening the social service function of our universities.The paper systematically studied and analyzed the status quo and problems of technical human resource of our universities, and classified minutely the structure of its. Based on the related theory of optimized allocation of human resource, empirical study and market demand-need analysis, the paper verified the necessity and feasibility of optimized allocation of technical human resource of our universities, and put forth the concept of marketization allocation of technical human resource of universities in our country. The theoretical analysis assimilated the related theories of education, human resource and education and economic development of both home and abroad. The empirical analysis assimilated the advanced experience and methods of the US and other countries. In feasibility study, the paper analyzed the status quo of supply of technical human resource of our universities by using theories of economics efficiency and demand-supply analysis.Based on transformation of social service function of universities, the paper analyzed the realization of optimized allocation of technical human resource of our universities. There are three ways to realize it. Firstly, smoothing the internal design structure of universities, mainly to set up the specialized subjects and strengthening the social service function; secondly, further enhancing the cooperation between universities and enterprises. Aiming at the problems arising from the cooperation between universities and enterprises, the importance of cooperation should be valued. As to the deep demand of enterprises, the technicians and scientists of universities should be of pro-activity and consciousness of service, a varied mechanism ofcooperation should be established so as to promoting the effectiveness of cooperation; thirdly, setting up the university high-tech zone. The trend of development of enterprises of university gets more and more marketization and socialization, and at last it becomes social enterprise. The universities can get reasonable returns by the share hold and other ways.This paper analyzed the security measures of optimized allocation of technical human resource of our universities such as the establishment of performance measuring system and the protection of knowledge proprietorship.
