Citifying strategy is not only the necessary historical phase for industrialization and modernization, but also the key for solving many problems in the progress of economic and social development at present and in the future, and it is also the necessary requirement for building a well-to-do society. However, in the citifying progress, the chief issue is how to increase the ratio of city population in total population and how to change the farmers into citizens. In recent years, there are a lot of "farmer workers" in cities who are the first group coming to cities from countryside. They are able to find jobs and live in city due to their knowledge and technology. So it is much possible for "farmer workers" to obtain citizenship firstly. But in current situation, due to the duality economic and social structure based on separating city from countryside, the "farmer workers" are still the vulnerable population without citizenship regardless their contribution to development of urban areas. Therefore, it has important meaning to combine the "farmer workers" with citifying. One way is to reduce the number of farmers by the civilization of "farmer works", and to accelerate the progress of citifying in China. The other way is to change the "farmer workers" into citizens by implementation the citifying strategy, and to protect their legal rights and alleviate the social instability.In this way, the issue regarding "farmer workers" and citifying as a whole becomes the key view in this study, which not only has theoretic significance for citifying strategy and sociology, but also has practical significance for solving a serial social problems, such as "San Nong" problem, difference between city and countryside and "farmer workers" themselves.Based on the civilization of "farmer workers", this study analyzes the situation, characteristic and attributes of "farmer workers" by literature review and survey. It shows that the civilization of "farmer workers" not only can impel the progress of modernization and citifying, and promote the change and development of social structure, but also can expand domestic consumption and facilitate economic development. The civilization can also reduce the negative influence from "tide of farmer workers" and become a strong action for solving "San Nong" problem and maintaining social stability. Whereas, it will bring "farmer workers" into an embarrassed situation. Furthermore, it will occur more social problem and conflicts. Obviously, the civilization of "farmer workers" is an important step in the progress of economic and social development regarding city and countryside as a whole, other than a makeshift. It is a necessary trend of economic and social development. However, there are still many constraints in the progress of the civilization of "farmer workers" at present, including knowledge, policy, various stratum and diathesis of themselves. These constrain the progress of civilization. Therefore, this paper emphasizes that based on the actual situation in China, feasible measures should be adopted to propel the civilization step by step and systematically in the progress of civilization of "farmer workers", and some issues are provided as follows: Firstly, the decision-making department should improve the knowledge of the importance of civilization. Secondly, reformation of household registered system, landholding system and other related system should be implemented. Thirdly, dynamic standards and suitable conditions for civilization should be made. Fourthly, great capacity of occupation carrier should be cultivated. Finally, diathesis of "farmer workers" themselves should be improved to make them adapt city life style and behavior.
