The 16th National Congress of the Communist Party of China puts forward the target of constructing an overall well-off society, and the requirement of exploring rural social security system in China. Owing to the long-formed dualistic economic structure between the city and the countryside, rural social security system is far from perfect. In the large rural area in China, farmers, accounting for 80% of the total population, cannot benefit from privileges of social security system, especially those who live in ethnic minority regions. They mainly depend on the traditional land security and family security models. The aim of the study is to construct a rural social security system in ethnic minority regions in accordance with economic development of the regions, and to provide some references to promote this system in practice. This is significant for establishing a scientific perspective for development, coordinating the urban and rural development, solving problems existing in rural areas, guaranteeing basic life for rural residents, promoting establishment of rural market economy, spurring economic development in ethnic minority regions, safeguarding social stability, and quickening the pace to construct a well-off society in ethnic minority regions.In the dissertation, the author acquires the first-hand data on the basis of extensive fieldwork involving 16 prefectures and 129 counties in Yunnan Province, and selecting different interviewers from differentgroups. In the meanwhile, he reviews a large quantity of archives and literature, makes careful induction, analysis and prediction, and makes 15 forms on the basis of previous achievements other scholars and the first-hand data. In order to explore a way for rural social security system construction in ethnic minority regions, the author analyses the economic, social, cultural tradition and the present situation in the regions, tries to hold their specific characteristics, and lays stress on the integrity and practical feasibility of establishment of social security system in the regions.The dissertation falls into 7 chapters. The first chapter is a literature review and topic selection. It reviews recent theoretic studies on rural social security system. The second chapter is a brief account of the development of rural social security in ethnic minority regions, taking Yunnan as an example. The chapter concludes the work of rural social security in ethnic minority regions since the construction of the People's Republic of China, and analyses difficulties and problems exist. Rural social security in ethnic minority regions is in consistent with the national policy, but has its specific characteristics. The third chapter is a positive analysis of the rural social security system in ethnic minority regions. On the basis of full investigation and the analysis of policy and economic development background, the author studies the desires of rural residents, creatively elaborates the function of the ethnic traditions in the ruralsocial security. Then the author suggests that model selection should be divided into long-term and short-term targets. The long-term target is to establish an integral security system to cover both the urban and rural areas. And the author suggests, in the near future, to establish a system different from the current urban security system on the basis of the traditional land and family security in combination with the local economy, society and cultural realities of the ethnic regions with emphasis on the establishment of security system for old age, subsidies for subsistence allowances for the rural poor, medical insurance system, rural relief and assistance system and the security system for rural workers in cities. In the fourth chapter, the author tries to find a practical way for the establishment of rural social security system in ethnic minority regions.
