The development of technology and media is at a tremendous pace and changing quickly, but the core of E-Learning is not to apply the technology and media. The main form and the trend of E-Learning is online learning. The key of success lies on the electronic curricula. Content is king. Learning Content Management System is indispensable in E-Learning or creates the electronic curricula, which could be adapted and customized the individuation curricula by the learning object.The electronic curricula created by LCMS are based on the two factors: firstly, is the management and re-use of learning object, it needs to create the excellent LCMS; secondly, is to describe and create of the learning strategy and process, to study and apply the IMS Learning Design helps us to solve the problem.This paper analyses and studied detailedly the IMS Learning Design Specification and Learning Content Management System based on the interrelated the theory, put forward the model of IMS LD-Based-LCMS, and then developed the prototype system. The characteristics of the system are the following: the electronic curricula grouped by learning unit and enclosed the learning process; the center of every learning unit is learning activity and drived by the learning problem and task; using adequately the learning object or learning resource or support system and services in learning process; input and output the learning unit to the system according with IMS Leaning Design Specification; Multi-output of instructional content. And then brings forward the instructional and learning model adapting the system. Characteristic, then apply the system in the classroom and networks instruction.The form of this paper is following:In chapter one, analyzed the context of this study, put forward and bounded the content and Scope. The main works are to research and analysis of interrelated literature, to create the model of system and to implement the prototype, to apply the system in instructional trial and to analysis the effect.In chapter two, discussed in detail the foundational theories and methods from the constructivist about learning environment, Instructional Transaction Theory, Elaboration Theory of instruction, the theory of oriented-object and instructional design and so on.In chapter three, analyzed and studied IMS Learning Design Specification, expatiated on the concept: learning design and learning unit, summarized the process of creating learning unit, and introduced the instance of research and application to IMS Learning Design Specification in the world.In chapter four, analyzed and studied learning object, learning management system and learning content management system, compared the several learning content management system, point out the existed problem, put forward the ways and means to solve.In chapter five, expatiated on essential ideas of the system, analyzed detailedly the whole framework, function and characters of the system, created the model and framework of the system and sub-system.In chapter six, presented the development circumstance of this system, technology of implement and the case in instructional applications.In chapter seven, summarized all conclusions of this study, and point out the next work to perfect it.
