With the rapid development of modern distance education and the vigorously national support of web-based course construction, the scale and level of web-based course construction has great development and improvement. But now the web-based course construction is still in exploration stage. Many of the web-based courses are just simple integration of resources and lack of complete instructional design. Only a few web-based courses can really applied to teaching and service in teaching. This paper analyzed construction situation of web-based course. And relying on the web-based course construction project of English teaching theory, this paper analyzed the characteristics and needs of Learners, followed the CELTS-22.1 standards Specifications for Evaluating Web-Based Courses, in order to construct high quality web-based course which can really applied to teaching. Thus this paper figured out the way of web-based course standard construction.The main work of this paper is as following:(1) Reading the CELTS-22.1 standards, extracting general elements of instructional design and the corresponding standard request, thus established a standard instructional design templates. Through the templates, you can control the instructional design of the web-based course of English teaching theory. So the instructional design of the web-based course is agreed with the CELTS-22.1 standards.(2) Based on the standard requirements and the result of instructional design, designing the structure and function of the web-based course. Making the structure and function design of the web-based course conforms to the standard requirements. According to the results of the design, develop the web-based course, realize the function of the design, test and modify the web-based course, in order to ensure the quality of the web-based course.(3) Comparing the web-based course with the CELTS-22.1 standards, in order to check the consistency between the web-based course and the standard, and check the quality of the web-based course.This paper explored the methods of web-based course construct according to the CELTS-22.1 standards. Firstly, read the standard and extract the general elements of instructional design and the general functions of web-based course from the standard. Secondly, design the structure and function of the web-based course according to the results of the previous step. Lastly, in strict accordance with the design, develop, test and modify the web-based course, in order to ensure the quality of the web-based course.
