The arrival of information society and knowledge society put forward new demands and challenges for education. The new curriculum reforms of Chinese curriculum pay more personalized attention to education. In order to improve students' basic quality and promote their personality development and the potential development, E-learning courses based on resources learning need to be designed and developed to meet the information needs of the individual study through rich resources and a variety of study paths.On the basis of explaining the e-learning course theory and the design templates, the current course management systems in china have been compared and analyzed. With qualitative research methods, we go to the actual classroom,choose Moodle as the platform, and cooperate with teachers in designing and developing e-learning course for individuation learning. We make the 'science' lesson of Liying elementary school in shanghai as the example of this e-learning course,and put the course into practice there.With a summry of the effect and experience of the application, we also discuss the problems that exists, and analyze the deficiencies.By means of the design, development and application of e-learning courses, the characteristics of resource-based learning course has been clarified, and templates for teachers design the course have also been provided. Promote the application of open course management system-Moodle in the instructional practice, and provide experience and cases for the application of open source software in education. Besides,we explore how teachers apply massive network resources to design suitable e-learning course based on resource learning for students individuation learning. And corresponding model have been developed to promote students' individuation development, cultivate students' informational competence,provide teachers with reference, and further develop the e-learning courses.
