Therefore, this research put forward the proposal to establish teacher training voucher institution.Teacher training voucher institution is a new apply of education voucher in teacher training area, and in this institution teachers can choose training organization, content and time all by themselves. It guarantees the play of teachers' individual characteristic, and because it draws competition into teacher training, it also can promote the improving of training organizations. Fist of all, this research elaborates the theory of the teacher training voucher. Then, the second and third parts discuss the necessity of implement this institution and the thereunder of implement. The fourth part introduces the institution's practical experiences. At the above foundations, the five part sets up the practical pattern of teacher training voucher institution in our country, and mainly elaborates the premised conditions, the principles, the main body and the process.
