Preschool education voucher system is the theory of education voucher in exploratory application of pre-school education stage, the system of education equity and education efficiency, has a positive influence on the optimal allocation of education resources. Through the study of preschool education voucher system, hope enrich its theory achievement, for education to enhance the efficiency of resource allocation and the balance of education resource allocation outline beneficial enlightenment.Around the education voucher system into our country, in practice, has not fully carried out in accordance with the Friedman, people put forward the definition of policy design, however, all the education voucher policy borrows its essence- market regulation. ZhaiBo education balanced development theory and the present condition of the preschool education in our country has a certain fit, so choose ZhaiBo theory as the research basis.Through the Internet, literature, field investigation, policy text of incomplete statistics, at present a total of seven sites across the country carry out pre-school education vouchers(excluding Hong Kong, Taiwan). The way to provide education vouchers, strength, coverage, the effect is not the same, but have made positive beneficial attempt. Zhengzhou, zibo, nanjing six kindergarten parents, a total of 360 copies of questionnaires, recycling of 328, 320 valid questionnaires. Questionnaire is divided into four dimensions to measure the current pre-school education voucher status: support, the quality of education, education fairness, social evaluation.
