Children Of Floating Population In Huizhou City Zhongkai High Tech Zone Research On Electronic Education Voucher In Compulsory Education

In the 1950s,Freedman Milton,who was the representative of liberalism economics,had put forward marketing education management strategy—that is school vouchers theory,whose basic theme is to put the education funds from government into some kinds of bond(someone names it as voucher or school ticket)and release them to the related students or corresponding parents fairly and effectively.After students and parents choose the school they would like to study based on reality,then can submit the school vouchers to the chosen school and school will go to the government to get corresponding education funds according to the school vouchers at hand,aiming to promote fair competition among schools and change the situation(low efficiency and low quality)of public school.Most important,students and the parents own the rights to choose.China is a country with large population.With open reform,there is increasing polarization during these 30 years such as mass migration,which results in mass floating population called migrant workers.Therefore,all walks of life pay attention to the education of children of migrant workers.Of course,it is undeniable that we are heavily short in education funds,which will be the main constraint of education development and society progress and needs quick fix.Meanwhile,we found that many local government and interested person had already brought in school vouchers and put it into exploration and practice,leading to education efficiency improvement,realization of equal education chance and fair competition among school.This thesis aims to introduce the emergence and development of school voucher in an objective way,including politic,economic and culture background,and draw forth the school voucher theory from different schools by detailed introduction of school voucher idea from Freedman Milton and realization mode of different theories and the core opinion as well as the introduction of advantages and disadvantages analysis of current status of America and all across the world.In the early 21st century(November,2001),school voucher went into practice in Changxing,Zhejiang,which is the first exploration in China.With the practice of Changxing mode,there is an increasing practice and exploration for school voucher in China.Although these practice and exploration is named as school voucher or in a similar form,they somehow use the American school voucher for reference and focus on integration of Chinese characteristic and local reality.On August 15th,2012,Zhongkai high technique developing area took the lead in the trial run o electronic public school voucher,that is to arrange the children of migrant workers meeting the requirement from other province to go to the private school at compulsory education phase and give them allowance by electronic public school voucher.For Zhongkai committee the implementation of electronic public school voucher aims to promote equal development of education and strongly support privately-run schools and it is also the trial run of virtuous competition and cycle.During the implementation,Zhongkai committee keeps improving the electronic public school voucher so as to make the coverage larger and larger and benefit more and more.Meanwhile,in September,2013,electronic public school voucher went into practice and application all over the Huizhou city.
