How to arouse teachers of colleges and universities enthusiasm and creative ability according to their characteristics is the main topic in this study. The first chapters briefly narratives the background, implications of this study, and introduces the main thoughts and contents of this study. Subsequently, it retrospects the evolution of western in this field in modern times, analyzing particularly its strength and weakness. Then it introduces the Chinese traditional theory about human nature with that of western in different historical periods, emphasizing the Marxism theory of human nature . From the third chapters to the sixth chapters analysis the working characters, individualities, economic characters and the requirements of college teachers. And based on provides the hypothesis which is the teachers in colleges and universities are human beings of ability. And established inspiriting ideas and inspiriting strategies about the hypothesis of human beings of ability. In the last, some case studies of Jiangsu Polytechnic University are given. In recent years, on the guidance of "regarding man as the principal rule" , JPU administrated in a way of human and etc. It rationalizes the practical effectiveness of administrating teachers by its ability.
