As the report if 16th session of Chinese communist party's conference (CCPC for short)said, we should "keep education creating, deepen education reform, optimize educational structure, allocate educational resources reasonably, and develop educational equality and admini strative level". The reform of personnel system in institutions of higher learning is essential part of the reform of admini strative system in institutions of higher learning. And it is relative with such aspects as politics, economy, and education, which is in course of systematic theory and formula. Under the direction system in institutions in Deng Xiaoping theory and the report of 16th session of CCPC, this thesis discusses some basic approadies to deepen the reform of personnel system in instruction.To begin with, the thesis expounds the significance of deepen the refore of personnel system in institutions of higher learning in Henan province, and on the base of reviewing the advievements of the reform of personnel system in institutions Henan province, it analyzes some problems in the reform and some calluses which contributed to the problems. It also provides as some fundamental principles which should be followed in the reform, such as, system optimum, equality efficiency, object duty, and democracy and legality. The key of this thesis is to provide. Some suggestions of policy to be adapted to the development of institutions. And to deepen the reform in institutions.Among the suggestions are the ones for the government to deepen the reform of personnel system in institution, to direct the reform with policy, to insure the reform with system, to build up standard human resources market for the good environment for institutions to select the talent, to perfect special insurance system for the security of the reform. On the other hand, the thesis province some policy suggestions for the institutions the mselves to deepen the reform of personnel system: to put forward the reform of organs and establishments, to standardize the internal organizations and structures, to build up scientific system to test and assess, to establish system of thorough employment, to stabilize the group of teacher, and to create scientific and just system of scelary allocation.The job to further deepen the reform of personnel. System is quite hard.This thesis holds the opinion that we should establish systematical and administrative system, perfect the operation organization and work out corresponding and specific measures, besides the precise direction idea, objective duty and scientific direction principles, which is the creative job in this thesis.
