The Higher educational institutions as the meeting places for theadvanced personnel and the bases for developing and cultivating thepersonnel enjoy the crucial position and play the vital role in the nationalsystem of creativeness. In order to improve the higher education quality andbuild the higher-level universities and colleges, the quality of teachingpersonnel group which works as the decisive factor of higher educationquality and academic level has a doubtless role and position in the workingsystem of higher education institutions. On the other hand, to optimizeteaching personnel structure is the fundamental element to improve the wholelevel of the teaching staff. Mei Yiqi, the former president of QinghuaUniversity, once said," Universities and colleges are decided by theirpersonnel, not by the buildings there." Nat, once the president of HarvardUniversity, pointed out:" The honor of a university dose not lie in the numbersof buildings and people, but in quality of teachers and students fromgeneration to generation." Therefore, the important task for development ofthe higher educational institutions is certainly to build a high-quality andprofessional teaching group.The Inner Mongolia Autonomous Region is located in the north borderand front area of the country where the minorities inhabit. The developmentof economy, culture and education comparatively lags behind more advancedeast area. Thus, the core question for the higher educational institutions of theregion to face seriously in the process of development is to know the currentsituation of the full-time teachers and their structure's dynamic changes, tosolve the existing problems in building teacher groups and to raise the all-around teachers' quality and competitiveness. The constructing andoptimizing teaching personnel groups appears very urgent andimportant. Since the opening reform, especially after entering new century,some different changes has taken place in the teaching personnel structure ofhigher educational institutions in Inner Mongolia. While its function hasbeing carried out, some problems have been revealed. Therefore, in the newcentury when facing with the new concept, new request and new situation,how to look for the effective measures to optimize the teaching personnelgroups for higher educational institutions so as to form highly efficient andrational teaching groups, which can meet the demand of the cause ofreforming and developing higher education and the demand of cultivatingpersonnel in the new century, is the question. Taking the view of sociologyand starting from total new and creative perspective to study how to optimizethe structure of teaching personnel and to strengthen the constructing ofteacher groups has the special and realistic meaning for the cause ofdeveloping Inner Mongolia's higher education.This paper intends to compare dynamically the changes of teachingpersonnel structure of general higher educational institutions which had takenplaces during the period between 2000-2005. Using SPSS software packageas the tool and social statistics as the method, the author analyzes the detaileddata and studies the causes in the way of applying theories into practice withthe purpose of finding the framework of teaching personnel system suitablefor development of general higher educational institutions in the local area.Meanwhile, some corresponding measures and suggestions are offered.
