Administrative Management From The Perspective Of Chinese Township - City Of Floating Population

The management of rural-urban migrants plays a crucial role on alleviating rural-urban contradictory. This paper considers that duality economy theory interpreted the reason why people migrated from rural to urban, but the household register policy and urban-oriented policy made China's migration different from others. Migrants lives out of the protection of authority, they communicates with intimate relationship only, and they are part of fringe group. Out of the shade of family , the society security net and the protection of authority, migrants' crime rate and rule-ignored behaviors are higher than local people. They associated together to form some kinds of self-organized system , and provided social service by themselves. The policy structure, the means and the institution of organization about migrants management are traditional, and are unfit for today's problems. Preventing management, government-oriented management and bureaucratic structure can't solve the migrants' problems. The thesis analyzed the flaw of nowadays management, indicated that service-provided management, market-oriented management and community autonomy management could enforce the function of migrants' management, and improve the migrants' living condition in metropolis.
