With the coming of the new century, we meet the reform in elementary education. In comparison with the past reforms of the elementary education, this reform is the newest, widest, and has the greatest effect.Now education is in a special period, in which the new curriculum has replaced the old one and new ideas have replaced old ones. The current reform is overall and systematic reform, including curriculum ideas, curriculum goals, curriculum contents, curriculum implementation and curriculum evaluation and so on. So it is important to have a correct understanding of education reform.Reform is necessary. It is a permanent theme to reform the curriculum and teaching of art. From the teaching of one teacher teaching several students to the universal education of art proposed by Cai Yuanpei and even to the changed "Art Teaching Syllabus ", all these still can't meet the demands of quality education.Reform is to develop what is useful and discard what is useless. So in the reform we should develop what has proved to be right, such as focusing on the ability of studying the art knowledge and skills and so on. We also should discard some useless things like breaking away from the life experience of the students and lacking the varieties of courses and so on. So reform doesn't mean denying all.By comparing junior art syllabus with art curriculum criteria, this thesis aims to summarize some related problems so that some junior art teachers can have a preliminary understanding of this reform and it will have some effects on understanding and carrying out new curriculum. In this thesis, what I use more is comparative method of studying. I try to find the similarities and differences by comparing their education ideas and teaching goals of contents and teaching contents. Besides, in some parts of the thesis I use the methods of reading analysis and quotations as proof, for example, the analysis of teaching cases. Combining my teaching experience with the exploring and using of the new theory, I elaborated the criteria of art curriculum from the curriculum construction in details, which will promote the changes of ideas of art education and bring the reforms of art textbooks and ways of students' learning and evaluating courses. We can make full use of all kinds of resources. So art education plays an important part in the quality education. In a word, we should turn the ideas of new curriculum to teaching practice. Above all, teachers should change their roles and become a new type of teachers.
