The modern society needs the people who have the capability of accuracy, smart, effective spoken language. Spoken language was more widely and directly used than written language because of so it is more valuable. But Spoken language was not come into a scientific system and was not designed as a independent subject in elementary school and middle school in China. Technical secondary school student's spoken language was worse than others, but society, school, family and student urgently need to improve the capability of spoken language. In this article , I compare the domestic and foreign, middle school and senior school, technical secondary school, besides these, teaching significance was also considered. After that, the significance and characteristic of spoken language were researched, demonstrating three characteristics of the consistence of mouth and head, the each other encouragement of course, society intercommunicating, thus the standard of technical secondary school spoken language was proposed, that is, basic, effectiveness, human and independency subject, basic training, scene setting were also reformed. Teaching and training were stated in detail from three aspects of listening, expression and intercommunicating, on the base of which, ten training methods were proposed At last, the teaching achievement was summarized with full and accurate data., We also know how to work in the near future.
