What should we do to keep higher education at a high quality? What kind of management system can do to keep higher education at a high quality? These are questions, which have been discussed by the educational circles home and abroad since 1980s. Towards 1990s some universities abroad have registered to ISO9000 series and established their quality management system to achieve the quality management of universities. And grate achievements have been made. Recent years, some universities of our country have also done the same, in order to achieve the quality management of universities on the ISO9000-2000 series and benefited a lot. But from whole point of view, the result is not perfect and desirable. In some universities, even to the extent that the quality management of universities became a farce, which has touched off a Long-drawn-out debate. In my opinion, the ISO 9000:2000 Standards apply to all kinds of organizations in all kinds of areas. Of cause education is the one of some of these areas,It can help service-oriented universities achieve standards of quality. This paper, by analysis of the essence of ISO9000-2000 series and higher education, discusses how universities to establish their quality management system to achieve the quality management of universities. This paper puts forward a theory-----the quality management of universities on ISO9000-2000 series, i.e. universities have registered to ISO9000 series and establish their quality management system to achieve the quality management of universities, and proved to be rational and available; discusses the necessity, theoretical and current significance of establishing quality management system of universities; sets forth the Quality Management Principles, on which should be based by universities in quality management; discusses the standpoint of education in line with the conception of Liberal Education and the Principles of ISO 9000:2000 Standards; demonstrates the procedure of...
