Higher vocational education connects closely with the Economic and social development and therefore plays an irreplaceable role in the process. However, the expansion of vocational in recent years has led to a decline in the quality of teaching, which not only arouse intense discussion of the educators and but also made parents worried. To solve these questions, we need to establish a teaching quality management system in accordance with the characteristics of higher vocational education.Applying ISO9000standard in quality management system is to establish a concise and practical management mode using advanced management concepts. More than a decade ago, some Maritime colleges take the lead in the application of the concept and standard of ISO9000into the education quality management. At present, more and more vocational colleges explore this new quality management mode and have gained some experience. This paper begin with the development process and the new challenges of higher vocational education, which leads to the concept of ISO9000standards, the formation of the quality of teaching, the vocational education quality management system and the fully aware of the necessity and feasibility of introducing ISO9000standard into higher education quality management. This paper takes Beijing Polytechnic as a case study. Firstly, it introduces the background of Beijing Polytechnic and the reason for introducing the standards. Then it analyzes how Beijing Polytechnic applies ISO9000standards to the quality management system. Finally, this paper evaluates the effect of the quality management system and put forward some expectation. Based on the actual resources, Beijing Polytechnic College manage the all the elements that may affect the quality of teaching by operating an all-round, all-participating and throughout practice. The aim is to ensure that the organization can efficiently achieve management goals. At the meantime, the college emphasizes PDCA principle, which means that all work should have the implementation plan, procedure, record and feedback. It is required to dispose the unqualified term and unintended objectives result and work out improvements. The management thoughts of ISO9000standards implies three management mechanism, namely prevention, monitoring and continuous improvement. Meanwhile, it is a combination of systematic, information and cybernetics theory. The aim of this article is to introduce the scientific quality management system to the field of education and explore how to integrate the application with the actual needs of individual college in order to improve the standardization, institutionalization and scientific operation of the quality management system.
