With the development of China’s economy and society,the demand for skilled laborers is on a continuous rise.The 20 th Party Congress proposed to basically realize new industrialization,informationization,urbanization and agricultural modernization by 2035.An important key to the construction of urbanization is to help rural laborers realize re-employment.Practice has proved that vocational skills training for rural laborers is an important way to help them realize career conversion.In 2018,the Opinions on Promoting Lifelong Vocational Skills Training System issued by the State Council pointed out that vocational skills training is a fundamental measure to comprehensively improve workers’ employment and entrepreneurial ability,solve structural employment conflicts and improve employment quality,and is a fundamental measure to adapt to high-quality economic development,cultivate new dynamic energy for economic development In 2019,the People’s Government of Shandong Province issued the "People’s Government of Shandong Province on the implementation of lifelong vocational skills training system," clearly put forward "around the urban unemployed,rural migrant labor force,retired soldiers and other groups,to carry out employment skills upgrading program,new vocational farmers cultivation project,rural practical Talent training program,local talent cultivation action,veterans vocational skills training program,vocational skills upgrading program for people with disabilities,and action plans for the return to society of those who have served their sentences and compulsory segregation of drug addicts,etc.,to strengthen practical skills training and ensure that workers with employment aspirations master at least one skill."This paper defines the key concepts of rural labor force,skilled personnel and vocational skills training based on human capital theory,hierarchy of needs theory,labor force transfer theory and lifelong education theory.Through literature review,questionnaire survey,and interviews,we summarized and analyzed the current status of vocational training for rural workers in Shandong Province.Although the skills training work of rural labourers in Shandong has been effective,the poor implementation of government policies,the tendency of formalism,the lack of motivation to participate in training and the biased evaluation and management orientation have largely affected the quality of rural labourers’ skills training work in Shandong Province and restricted the improvement of the employment competitiveness of rural labourers.The reasons for this include the lack of publicity and encouragement for skills training,insufficient government protection,inadequate capacity of skills training carriers and imperfect supervision mechanisms.In order to further optimize the vocational skills training of rural labor force in Shandong Province,this paper proposes the following five countermeasures: First,change the ideology.Enhance the awareness of government public services and increase the publicity of training;second,build a long-term guarantee mechanism,improve the government management,improve departmental coordination,increase financial support and encourage enterprises to take responsibility;third,strengthen the construction of training carriers.Accelerate supporting reforms,encourage the participation of multiple entities,the establishment of industry associations,the integration of training resources;fourth is to improve the evaluation and supervision mechanism.Construct feedback mechanism for evaluation of training institutions,establish a scientific evaluation system for skilled personnel,and establish a perfect supervision system;Fifth,construct a classification and stratification training mechanism. |
