University Laboratory Equipment, Integrated Management Of Key Economic Factor In Research

Through the analysis of the present university apparatus synthesis management situation, on the basis of the summarization of frontier theories and advanced knowledge such as management science, applied mathematics and economics etc., a systematic study on the key economic influence factors in the process of apparatus disposition, maintenance and procurement in a microscopic view is carried out. In order to realize the economic allocation and utilization of apparatus and raise the limited-resources reasonably-using level, the scientific management theories and concepts are used to improve and perfect the management system and method of the college laboratory apparatus.The main contents include:Based on the concept of optimized resources allocation, the influence of marginal utility and time effect of outlay on apparatus adding and utilization is analyzed empirically by the means of mathematical analysis. Then, the evaluation indexes of optimized allocation of college laboratory apparatus are summarized and supplemented.Considering the economic life and time effect into maintenance and adding of laboratory apparatus, a reliability-centered individual equipment maintenance time and cost budget method is designed, and an economical arrangement method of multi-apparatus maintenance time is advanced. Also, the case of application of LCC technology in the fault apparatus maintenance decision is raised, and the existed schemes of apparatus component optimized allocation are compared and summarized in the paper.Through the expatiation on the principles and execution ways of the college apparatus procurement as a kind of public procurement behavior, the analysis of agents' behavior model in a tender which is a public procurement way being widely used recently, the key factors that induce corruption behavior and dominate the outcome of a tender in public procurement are determined. Then, several suggestions are put forward to improve the college apparatus procurement management system and perfect control mechanism. Finally, there is a case to explain the assistant decision function of LCC method in apparatus type selection of a tender in public procurement.
