In recent years,the state has vigorously supported vocational education,and the "Double-high Plan" of Vocational Education in 2019 has been formally implemented.The plan clearly points out that the orientation of talent training in higher vocational colleges is to connect with the changes of local and even national economic structure and flexibly train high-quality technical and skilled talents who are in line with the market demand.As an important practitioner of talent training,the reasonable and scientific allocation of teachers is the key to promote the transformation and development of higher vocational colleges under the strategic opportunity of the country in an all-round way.In this paper,it takes the public higher vocational colleges in Hunan Province as the research object,and takes the structure of teacher resources and the distribution of it among regions as the point to discuss the issue on optimizing allocation of teacher resources in public higher vocational colleges in Hunan province.First of all,the annual reports on the quality of higher vocational education in Beijing,Jiangsu Province,Shandong Province,Guangdong Province and Hunan Province from 2016 to 2018 are collected.By comparing the average value of the structure of teacher resources in Hunan Province with that of above three provinces and one city as well as the whole country,the gap between Hunan Province and the strong provinces in allocation of teacher resources is found out.In addition,by the collation of the annual quality report of each public higher vocational college in Hunan Province in 2018,and the regional distribution of excellent vocational colleges,using mathematical statistics and comparison methods,the gap in the distribution of teacher resourcesamong the regions of Hunan Province is made an analysis in this paper,so that it is concluded that the unreasonable allocation of teacher resources in public higher vocational colleges in Hunan Province is unreasonable.The main problems have been found in this paper include:the total amount of teacher resources is relatively insufficient,the structure of teacher resources is not optimized,the distribution of teacher resources between regions is not balanced,the connotation construction of "double-qualified" teachers is not in place,and it is difficult to attract and retain high-end talents.Then,based on the provincial situation of Hunan Province and clarifing the foundation,this paper puts forward some operable measures,such as improving management mechanism,constructing interregional educational resources allocation mode,building interregional online and offline resource sharing platform.Finally,from the government level and the school level,the implementation of the security mechanism,that is,organizational security,institutional security,economic security,cultural security is put forward.Therefore,it is of great significance for Hunan Province to achieve a strong province of higher vocational education by adjusting the ecological environment of teacher resources allocation from inside to outside and realizing the balanced allocation of teacher resources from quantity to quality.
